PROGRAM DEVELOPMENT FOR CHENGDU NEW AIRPORT CITY MASTER PLAN

LEG provided program development assistance for the master plan of Chengdu International Airport City, a new city for over two million people in Sichuan Province. This new city is under the administrative jurisdiction of the City of Chengdu and is to be constructed in proximity to Chengdu Tianfu Airport, a new major international airport. The new airport, scheduled for completion in 2019, is planned to emerge as one of the busiest global airports with passenger volume exceeding 90 million in 20 to 30 years.

ANGKOR AIRPORT CITY MARKET, FINANCIAL AND ECONOMIC IMPACT ANALYSIS

While at AECOM, Bill Lee and Tanya Chiranakhon collaborated with a team led by WRT on the Angkor Airport City Master Plan. They conducted market analysis, programming and phasing recommendations for a resort and new town development of over 15 square miles surrounding the new Siem Reap International Airport. The master plan included a town center, resort hotels and villas, golf courses, residential neighborhoods, an industrial park, and educational and medical institutions.

CHA AM RESORT TOWN MARKET AND FINANCIAL ANALYSIS

Tanya Chiranakhon (while at AECOM) conducted research and analysis to create a development strategy for a resort and new town master plan on a 5,200 acre beachfront site in Cha Am, Thailand. The project included resort hotels, golf courses, primary and secondary residential communities, a town center, medical tourism facilities, educational facilities and entertainment attractions. Tanya developed land use and planning recommendations that included product types, target market segments, absorption and phasing of the overall program.

TAX INCREMENT NEGOTIATIONS WITH MESA DEL SOL

The City of Albuquerque retained a team led by Bill Lee (while at ERA) to negotiate a tax sharing agreement for Mesa del Sol, a 13,000 acre development just south of the airport. During the initial development phase, the developer proposed that 75 percent of the tax increment from the new community would accrue to the development. The agreement brokered by Bill ensured that the new community would not have a net negative impact on the city's fiscal position over time. The negotiations improved the city’s revenue position by tens of millions of dollars.
